Cette idée est en fait des plus iconoclastes. Car, depuis des décennies, la police opérationnelle dans la capitale relève exclusivement de la compétence de la préfecture de police de Paris (PP). L'ancien directeur général de la police nationale, Frédéric Péchenard, qui a rejoint NKM et se présente lui-même sur la liste de la maire UMP sortante du XVIIe, Brigitte Kuster, soutient fortement ce projet. «Le maire de Paris ne peut être le seul à être amputé de ses pouvoirs de sécurité», estime ce préfet proche de Nicolas Sarkozy.
Comment se mettrait en place la réforme? La droite partirait de l'acquis: les 1000 inspecteurs de sécurité de la Ville de Paris (ISVP, ex-gardiens des parcs et jardins, sous Chirac) et les 2000 agents de surveillance de Paris (ASP, ex-pervenches) seraient recentrés sur la lutte contre les incivilités, les tags, la salubrité. «À New York, la reconquête a commencé par la lutte contre la mendicité agressive des laveurs de pare-brise, surnommés les squeegees», se souvient le préfet Péchenard. Mais à Paris, le préfet de police a supprimé les arrêtés anti-mendicité pris par son prédécesseur.
«Pour NKM, sécurité et propreté passent avant les PV de stationnement», déclare Frédéric Péchenard. Ce n'est que dans un second temps que les 3000 agents remobilisés se verraient confier un statut de police municipale par la loi, avec tenue spécifique et pouvoirs renforcés. La coordination avec la police d'État passerait une convention signée. L'UMP promet même 2000 caméras de rue au lieu de 1000 défendues par Anne Hidalgo, la candidate socialiste.
À ce jour, le maire de Paris n'a certes pas les mêmes prérogatives que ses collègues de province, mais la ville abonde de 300 millions d'euros par an le budget de la PP.
Mme Hidalgo ne réclame pas une police municipale, mais elle veut «créer des équipes pour sécuriser les lieux le plus fréquentés dans la capitale» ainsi qu'une «brigade verte et antibruit»”

En fait d'iconoclasme, il s'agirait plutôt d'absurde. Si le territoire attribué à la Préfecture de Police de Paris s'est étendu à la petite couronne en 2009, elle reste néanmoins, depuis sa création en 1800 par Napoléon (fr.wikipedia.org/... « des décennies » ?), la police municipale de Paris. L'article ne manquant pas d'évoquer les « 1000 inspecteurs de sécurité de la Ville de Paris et les 2000 agents de surveillance de Paris », il est curieux de lire ensuite que les candidats, socialistes comme UMP, souhaitent « créer des équipes » qui existent d'ores et déjà. Tout aussi curieuse est la mise en relation de ce personnel avec la lutte contre la délinquance et criminalité, qui reste l'apanage de la police d'État dans tous les cas de figure.
Le seul changement notable concret proposé réside dans la ré-attribution des 2000 agents de surveillance de Paris, déjà rémunérés par la Mairie, et à présent placés sur la tutelle du Préfet de Police. Ils seraient désormais entièrement dépendants du Maire de Paris. Cela mériterait d'être dit simplement, plutôt que de parler de « statut de police municipale, avec tenue spécifique et pouvoirs renforcés », alors qu'ils sont déjà porteurs d'une tenue spécifique et disposent de pouvoirs équivalents aux policiers municipaux. À court terme, le changement semble relativement négligeable. À long terme, si cela devait être mis en oeuvre à l'instar du développement des polices municipales en France au cours de ces dix dernières années, il y aurait fort à parier que cela s'ensuive d'une forte baisse des effectifs de police d'État et d'un fort accroissement des effectifs de police municipale, avec des augmentations débridées des taxes d'habitation. Et pour bien faire, il faudrait même encore morceler cela par arrondissement, histoire de voir des effectifs/budgets deux fois moindre dans le XVIIIe que dans le VIIIe, au nom de l'humour. En résumé : un sur-coût (d'impôt locaux) pour le citoyen afin de voir dans sa ville une police à la solde du maire, dont l'indépendance n'est parfois le contraire d'une garantie de neutralité (cf. polémiques à Puteaux, Corbeil-Essonnes etc).
